Errors found in Lake Elmo financial planning documents bring questions about the motivation behind the city council’s censure of Councilmember Justin Bloyer.

An incident occurred around 12:40 a.m. during the Sept. 16 city council meeting that led to the censure of Bloyer for behavior toward staff.

In the eyes of the council majority that imposed restrictions on Bloyer’s interaction with staff, his actions were the most recent in a number of interactions with staff that they identify as hostile behavior. The minority believes the motivation was political and an attempt to avoid transparency in city finances.
