Chamber looks for common ground with Dayton

Minnesota Chamber of Commerce officials look to several areas for common ground with DFL Gov.-elect Mark Dayton.

One area is in environmental review and permitting reform. Chamber officials point to Dayton campaign comments as suggesting he, too, wants to better streamline the process by which businesses obtain permits.

Streamlining ideas the chamber proposes is allowing the proposer of a project, not state officials, to prepare an environmental impact statement.

The state would still need to review and approve.

The chamber proposes establishing a 150-day goal for issuing permits at the Minnesota Pollution Control Agency and DNR.

They note such a time line already exists within the Department of Agriculture.

One last proposal the chamber offers is moving the appeal of an environmental review decision from the county courts to the court of appeals.
